When a fee applies
Once Shield ships, Cloak will charge a protection fee only on swaps that executed through the protected relay path — draft rate: 0.15%–0.30% of swap value (final number to be set by the team). Right now, no swap uses the protected path, so this fee is not charged.
When no fee applies
Today, that's every swap — Shield hasn't shipped, so all swaps run through standard routing at 0% Cloak fee, regardless of trade size.

Why a fee at all
Protected routing has real infrastructure cost (relay access, priority inclusion). The fee funds that path — it is not charged on swaps where no protection was actually delivered. See $CLOAK — Revenue allocation for exactly where this fee goes once it's live.
